EU-CELAC RELATIONS AND EPISTEMIC COMMUNITIES: FOSTERING COOPERATION AND STRENGTHENING MULTILATERALISM
The multilateral system established in the end of the Second World War is in crisis; the rise of China and other emerging countries, domestic democratic crises in several countries including the rise of far-right leaders and movements, technology revolution including A.I. are few of the key elements that have been discussed in the literature to explain this context. The EU and LAC countries have been traditionally key supporters of multilateralism and have engaged in global level as well as interregional cooperation. The level of consensus among these two regions have varied historically and according to issue-area, but they have also been affected by the crisis of multilateralism. This chapter explores the concept of epistemic communities and the role it can play to foster cooperation between Latin America and the Caribbean and the European Union, especially in the context of the EU-CELAC Summits.
